To have this kind of scarf all you have to do is making one with standard pattern and then pick one of the corner side and attach yarn in, and make 5 chain, skip 1cm and yarn over the stitch (do this until you cover all the edge side). After that make about 7-10 double chain stitch inside those 5 chain space. it is very simple. I suggest you to use wool or even better, bulky yarn to make the ruffle more popped out... :)
